If you are involved in filing Entry Summary Declarations (ENS) for goods entering the European Union, you may have noticed a tightening of the rules on how goods are described.

As part of the Import Control System 2 (ICS2), the EU applies a stricter validation mechanism known as stop words. They apply in all ICS2 countries and for all filing types, and singular and plural forms count the same.

The EU publishes the official list of stop words in its CIRCABC library, where you can download it:

The list is updated from time to time. The latest version came into force on 3 August 2026; the European Commission announces each update on its ICS2 page.

Questions

What are ICS2 stop words?

Words and phrases that the EU treats as too vague for an Entry Summary Declaration (ENS), such as "Goods", "Parts" or "Various". They apply in all ICS2 countries and for all filing types.

Do ICS2 stop words also apply to plurals?

Yes. The EU's list says singular and plural forms are used interchangeably, so "Part" and "Parts" are treated the same.
